Summary: a recruitment agency does not need an ATS, it needs an ATS + CRM: the candidate pipeline and the client pipeline in the same tool. This comparison reviews 9 solutions often cited on this question (Marvin, Leonar, Nicoka CABS, Profilio, Recruit CRM, Jobaffinity, Bullhorn, Loxo and Recruiterflow), based on each vendor's public pages as recorded on 5 October 2026: pricing, AI, invoicing, contracting, hosting and market.
A recruitment agency works for clients, on several assignments in parallel. It has to track two flows at once: candidates, and the commercial relationship that keeps the agency running. An ATS designed for an HR team only handles the first. That is why the right question is not "what is the best ATS?" but "which ATS CRM covers my whole cycle, from sourcing to invoice?".
We build Marvin, a platform for recruitment agencies and IT services firms. This comparison is written in a factual spirit: each solution is described from its own public sources, with what it does best. When a vendor does not document a point, we say so rather than assume.
ATS, CRM or ATS + CRM: what does an agency need?
An ATS (Applicant Tracking System) tracks candidates and the hiring process; a recruitment CRM tracks the commercial relationship with clients and prospects. An HR team, hiring for its own company, only needs the first. An agency needs both, all the time: every assignment starts with a deal, every placed candidate triggers an invoice, every satisfied client comes back with a new need.
When these two flows live in two tools, the agency pays for double entry: the same contact re-entered in the CRM and in the ATS, a forecast kept in a spreadsheet, an invoice rebuilt by hand. We have detailed the criteria for choosing an agency ATS in a dedicated article. Here, we compare the tools that bring both flows together.
Legacy tools or platforms built around AI: what has changed?
The ATS CRMs that have dominated the market for ten years were designed around data entry: you store candidates, clients and conversations, then you find them again. AI often arrived as an afterthought, as a module, an option or a higher plan.
A new generation of tools starts from the opposite end: AI works across the whole database, continuously. What changes day to day:
- Search: you describe the profile in plain language, and the tool searches CVs, notes and conversations, not just the filled-in fields.
- Interview summaries: the interview is recorded, transcribed and summarised on the record, with no re-typing.
- Outreach: messages are written and personalised from the profile, then sent in sequences.
- Openness: an MCP server lets you drive the tool from the AI assistant you already use (Claude, ChatGPT, Cursor).
To assess a tool, ask two simple questions: what data does the AI work on, and is it included in your subscription or billed separately?

Marvin: the all-in-one suite, from sourcing to invoice
Marvin is the platform we build. Our approach: bring an agency's whole cycle into one tool, on one set of data, with AI that works across all of it. Desk brings together the ATS, the CRM, outreach sequences, assignments and invoicing; AI sourcing and AI interview notes plug into it.
For whom: recruitment, headhunting and consulting agencies, IT services firms, temp agencies and independent recruiters. Marvin has supported 400+ agencies since 2018.
What sets us apart:
- Everything is included in the subscription: multi-posting to 89 job boards, AI Copilot and MCP server in both plans; AI interview notes and Scout sourcing in the Suite plan.
- The complete cycle, contracting included: an agency that also places consultants tracks its assignments, timesheets and day-rate invoicing in the same place as its recruitment.
- AI that acts, and opens up to yours: the Copilot searches, compares, writes and updates your records; our MCP server connects your database to Claude, ChatGPT or Cursor.
- Public pricing: €129 (Pro) and €189 (Suite) excl. VAT per user per month on annual billing, with a commitment of 12 months. Data hosted with Scaleway, Paris region.
The main barrier to switching tools is still the fear of losing your data. Our data engineer audits your database, merges duplicates and sets aside empty records, rule by rule, before import (see the migration).
Leonar: the AI-first agency ATS CRM, with public pricing
Leonar is built in Paris by Licorne Society and presents itself as a modern ATS and CRM for recruitment agencies, used by more than 400 agencies. Candidates, clients and deals live in the same workspace, with AI sourcing and matching, multichannel sequences and a Copilot.
For whom: recruitment and executive search agencies.
Its strengths are real: clear, public pricing (€119 annual, €159 monthly with no commitment), a free trial with no call needed, included enrichment credits, and an MCP server and API included in the plan. Two points to check depending on your use: multi-posting is an optional paid module and AI interview notes an option at €15 to €39 per user per month. On LinkedIn, the vendor has chosen to automate nothing: every action is carried out manually by the recruiter. Assignment and timesheet management is not documented. Our detailed comparison: Marvin vs Leonar.
Nicoka CABS: the French all-in-one suite, with no commitment
Nicoka CABS is built by Nicoka, active since 2009, which claims more than 250 customers. It is the competitor closest to Marvin in scope: ATS, CRM with e-signature, sales management and invoicing, assignments and timesheets for IT services firms, unlimited multi-posting, an AI assistant and an MCP connector, all hosted in France.
For whom: agencies, independent recruiters, recruitment collectives and IT services firms.
Its strong point is a single public price, €130 per user per month with no commitment, all modules included, with set-up fees from €500. Its MCP connector has more than 70 tools. AI interview notes go through partners (Noota, Leexi), and client sign-off of timesheets in a portal is not documented. Our detailed comparison: Marvin vs Nicoka CABS.
Profilio: the Belgian ATS CRM with an AI autopilot
Profilio is built in Belgium by Profiliotech and targets Belgian and French agencies with 1 to 50 recruiters. Its approach is the "Autopilot": an AI that sources, qualifies, calls candidates on the phone and prepares the shortlist.
For whom: recruitment and headhunting agencies, especially those working on the Belgian market.
Profilio publishes an all-inclusive price (€119 per seat per month annual, €159 monthly with no commitment), with 600 AI call credits per seat per month. It also handles assignments, timesheets and placement invoicing, and posts natively to the Belgian public employment services (VDAB, Actiris, Forem). For a French agency, note that posting in France goes through a multi-posting provider billed separately, and that the database is hosted in Frankfurt. Our detailed comparison: Marvin vs Profilio.
Recruit CRM: the international benchmark, rated by its users
Recruit CRM is an "AI first" ATS + CRM built in the United States, used by more than 1,500 agencies in more than 100 countries, with a 4.9/5 rating from 476 Capterra reviews. Its usability and 24/7 chat support are regularly praised.
For whom: recruitment and executive search agencies, worldwide.
Its pricing is public (€79 to €189 per user per month annual, depending on the plan) and relies on credits: multi-posting, AI matching and sourcing, AI interview notes, LinkedIn and WhatsApp messaging or timesheets consume credits on top of the subscription. For a French agency, check posting to French job boards (not documented), invoicing (the vendor describes its invoice template as "still very basic") and hosting, spread across Ireland, Singapore and the United States. Our detailed comparison: Marvin vs Recruit CRM.
Jobaffinity: the sovereign French generalist ATS
Jobaffinity has been built in Paris by Intuition Software since 2009 and claims more than 10,000 recruiters. It is a generalist ATS used by companies, franchise networks and the public sector as well as agencies and temp firms.
For whom: organisations that hire in volume, and agencies that prioritise multi-posting and sovereignty.
Its strengths: multi-posting to more than 200 job sites with source tracking, very mature manager approval workflows, and an open-source AI self-hosted in France. Pricing is on quote after a demo. For agencies, the sales CRM goes through an external tool connected by API, and video interview summaries are announced but not yet released. Our detailed comparison: Marvin vs Jobaffinity.
Bullhorn: the international giant and its ecosystem
Bullhorn, based in Boston, is the ATS CRM most large English-speaking agencies know: more than 10,000 customers and more than 300 partners in its marketplace, with an AI layer called Amplify.
For whom: mid-sized to large agencies that want a highly connected ecosystem.
Its strength is the depth of its ecosystem and its ability to handle large volumes. In the UK, its public pricing lists entry-level plans, with advanced CRM and AI features in higher plans on quote; its native back office is presented for North America, and a European agency that manages contractors generally goes through a partner. For a small agency, it is a deployment project to plan for.
Loxo: the US talent intelligence platform
Loxo, founded in 2012 in Austin (Texas), brings together sourcing, CRM, ATS, outreach and agentic AI, backed by a proprietary database of more than 850 million profiles, and claims more than 125,000 recruiters.
For whom: growing agencies, headhunting and staffing, mainly on the North American market.
Its strengths are the power of its sourcing and advanced AI agent features, with SOC 2 Type II certification. Prices start at $149 per user per month, on annual billing only. For a French agency: the documented job boards are US, UK and Australian, LinkedIn and WhatsApp messages are not synced, and interview transcription is always delivered in English. Our detailed comparison: Marvin vs Loxo.
Recruiterflow: English-speaking executive search and its agentic AI
Recruiterflow, built in the United States since 2017, presents itself as the AI-native software for headhunting and recruitment agencies, with more than 2,100 agency customers.
For whom: executive search and recruitment agencies, mainly English-speaking.
Its strengths are client reporting (branded progress reports, live shared dashboards) and a suite of AI agent features, AIRA. The Platform plan costs $119 annual; AI interview notes, matching and LinkedIn steps belong to the AIRA plan, on quote. The interface is in English, and timesheets go through a third-party tool. Our detailed comparison: Marvin vs Recruiterflow.
Which ATS CRM should you choose for your profile?
There is no best ATS CRM in absolute terms. Here is how to find your way depending on your situation.
- You want everything in one tool, from sourcing to invoice: Marvin covers the ATS, CRM, outreach, multi-posting, AI interview notes and invoicing on the same data. Nicoka CABS also has a very complete scope.
- You also place contractors or do consulting: you need assignments, timesheets and day-rate invoicing. Marvin, Nicoka CABS and Profilio handle them natively.
- You are a small agency or a freelancer and want to get started quickly: Marvin, Leonar and Nicoka CABS publish their prices and deploy without a heavy project.
- You work mainly on the Belgian market: Profilio posts natively to VDAB, Actiris and Forem.
- You recruit mainly internationally, in English: Recruit CRM, Loxo, Recruiterflow and Bullhorn are designed for that market.
- You want AI at the heart of your daily work: look at the platforms built around AI that include an MCP server: Marvin, Leonar, Nicoka CABS, Loxo and Recruiterflow offer one.
- You hire in volume for a company or a network: Jobaffinity is designed for these organisations.
What criteria should you use to choose your ATS CRM?
- ATS and CRM in the same tool. A won deal should open the assignment, and a placed candidate should trigger the invoice, with no re-typing.
- What is included in the price. List what is billed separately: multi-posting, AI interview notes, AI, enrichment or messaging credits, migration, set-up fees.
- Multi-posting to your job boards. Check that the sites where you actually post are covered, and at what cost.
- AI: what it sees and what it does. Does it work across the whole database or within one module? Does it carry out tasks or only make suggestions? Is it included in your plan?
- LinkedIn outreach. Are LinkedIn steps sent automatically, with quotas that protect your account, or do they remain manual?
- Contracting, if you do it. Assignments, timesheets entered by the consultant, client approval and day-rate invoicing.
- Language and market. Interface and interview summaries in French, French job boards, invoicing compliant with French law.
- Hosting and compliance. Where is the data hosted, which sub-processors handle it, and is a DPA available?
- Migrating your history. Who does it, how long does it take, with what deduplication?
The best test is still a demo on your own flow: a client need, a sourced candidate, an interview, a placement, an invoice.
So, which ATS CRM should you choose in 2026?
Remember one thing: a recruitment agency does not choose an ATS, it chooses the tool that connects its candidates and its clients. Start by listing what you actually do (placement, headhunting, contracting, French or international market), then what each vendor bills separately.
If you want one tool for the whole cycle, that is Marvin's approach: ATS, CRM, AI sourcing, outreach, multi-posting, AI interview notes, assignments and invoicing on one set of data, with public pricing, hosted in Paris. Book a demo: 30 minutes, on your own database, with no commitment.
Frequently asked questions
What is the best ATS CRM for a recruitment agency in 2026? There is no single best tool: the right choice depends on your size, your market and what you invoice. For a French agency that wants everything in one tool (sourcing, ATS, client CRM, multi-posting, invoicing and, if it also places contractors, timesheets and day rates), an all-in-one suite built around AI such as Marvin covers the most complete cycle. Leonar and Nicoka CABS are two solid French alternatives; Recruit CRM and Loxo are two international benchmarks.
What is the difference between an ATS and a recruitment CRM? An ATS tracks candidates and the hiring process. A recruitment CRM tracks the commercial relationship: clients, prospects, deals, assignments. An in-house HR team only needs the first; an agency needs both, and bringing them into one tool avoids double entry between the candidate pipeline and the client pipeline.
How much does an ATS CRM for a recruitment agency cost? Public prices recorded on 5 October 2026 range from about €80 to €200 per user per month on annual billing, excluding add-ons. The right benchmark is total cost: check what is billed separately (multi-posting, AI interview notes, AI or enrichment credits, migration). At Marvin, the Pro plan costs €129 and the Suite plan €189 excl. VAT per user per month on annual billing (€159 and €239 on monthly billing), with a commitment of 12 months.
Which ATS CRM for an agency that also places contractors or does consulting? You need a tool that handles, on top of recruitment, assignments, timesheets and day-rate invoicing. Few ATS CRMs do this natively: Marvin, Nicoka CABS and Profilio document it. US tools generally rely on third-party integrations for timesheets and invoicing.
What does an ATS CRM built around AI bring compared with a legacy tool? AI is not a bolt-on module: it works across the whole database. In practice: plain-language search and matching across your talent pool, interview summaries written automatically, personalised outreach messages, record updates, and a connection between your own AI assistant (Claude, ChatGPT) and your data through an MCP server.
Is a US ATS CRM a good fit for a French agency? It can be, but check four points: posting to French job boards (Indeed France, HelloWork, APEC…), interface and interview summaries in French, data hosting, and invoicing compliant with French law. Several US tools mainly document US and UK job boards and an English-language interface.
Where is ATS CRM data hosted? It varies by vendor. Marvin hosts data with Scaleway in the Paris region and lists its sub-processors, including AI providers, in its DPA. Leonar, Nicoka CABS and Jobaffinity also host in France, Profilio in Frankfurt; Recruit CRM replicates data across Ireland, Singapore and the United States, and neither Loxo nor Recruiterflow publishes its region.
How do you switch ATS CRM without losing your data? Choose a vendor that handles the migration: candidates, contacts, clients, notes, documents and history, with deduplication validated with you before import. At Marvin, migration is free with annual billing and takes about a month, without interrupting your business.
